If you are doing it to be as accurate as possible then it would either have to be Tom Felton or Freddie Highmore as there facial features are very similar and could be pulled off as twins. In my opinion Tom Felton would be to old for the part, Freddie Highmore could pull it off amazingly.

they did consider the guy from high school musical but no one wanted a disney star. its sad because who knows maybe the disney stars can do a good job , like the girl that wanted to play leah, but i just cant picture them playing the part. they did a freaking musical, all im gonna think about is them singing and dancing when im watching the movie, it just really ruins it for most ppl.
